The United Kingdom and the United States have concluded a key bilateral deal that will keep zero import taxes on UK pharmaceutical shipments going into the American market.

The Terms of the Pact

Under the terms of the agreement, the UK has agreed to boost expenditure on medicines through the public health system. This move secures that tariffs on these vital exports will stay at nothing for a timeframe of 36 months.

This agreement comes after earlier statements to significantly raise tariffs on branded pharmaceutical products, with figures discussed up to one hundred percent.

"This deal between the UK strengthens the global environment for new treatments and brings much-needed equity to American-British medicine commerce," an announcement said.

Trade Impact

Pharmaceuticals constitute one of the Britain's biggest exports to the United States, which is by far the primary destination for major companies like GSK and AstraZeneca.

Statistics reveal that in the 12 months to the end of last September, the UK shipped drugs worth billions to the US. This value represented 17.4% of British export trade in that timeframe.

"This guarantee secures employment, increases funding and sets the stage for the UK to establish itself as a worldwide center for biotech and pharma," the Business and Trade Secretary commented.

Detailed NHS Changes

The deal entails several notable pledges from the UK:

  • Price Threshold Increase: The UK will raise the affordability limit at which it judges new therapies to be too expensive by a quarter.
  • Increased NHS Spending: There is a goal to increase total NHS spending on medicines from 0.3% of Gross Domestic Product to 0.6% over the following ten-year period.
  • Refund Ceiling: The amount drug companies must pay back to the NHS to prevent overspending will be capped at fifteen percent. Last year, repayments were more than twenty percent.

Broader Context

The deal comes amid a protracted tension between the drug companies and the ministers over spending levels and approval rates.

The disagreement were exacerbated by arguments that US customers were charged significantly more for the equivalent treatments than people in the UK and Europe.

In recent months, several significant pharmaceutical investments in the UK have been delayed or scrapped, while major investments have been announced toward American operations.

One official acknowledged that the NHS must increase expenditure on medicines, noting that its expenditure on drugs had decreased as a proportion of its resources over the last ten years.
